Summary The incumbent serves as the Chief of Staff and performs a variety of assignments for the Associate Assistant Secretary for Civil Rights. Provides leadership in the day-to-day operation, front office administration, and oversight of a full range of OASCR enterprise-wide operations and functions
Duties Help
- Performs a broad range of sensitive liaison activities related to the day-to-day management of OASCR.
- Recommends solutions and actions on key management and related program issues.
- Coordinates and manages responses to data calls and other agency, departmental, and Federal requests/requirements.
- Leads development of strategic management plans for OASCR.
- Translates strategic goals and objectives into effective operations and establishes control systems and progress reporting requirements to measure accomplishments against goals.
- Advises the AASCR and other key members of the OASCR leadership team on policy and program issues relating to key national issues.
- Establishes guidelines and performance expectations for staff members, which are clearly communicated through the formal employee performance management system.
- Makes decisions on work problems presented by subordinates and related to work activities.
- Identifies developmental and training needs for employees and arranges for such training.

Qualifications Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions and specialized experience, as defined below.
Time in grade: Current federal employees applying for a promotion opportunity must meet time-in-grade (TIG) requirement of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled.
Specialized Experience: GS-15: One year of specialized experience, equivalent to the GS-14 level in the Federal service or equivalent responsibility in the private sector/pay systems that has equipped the candidate with the particular competencies to successfully perform as a Lead Intelligence Operations Specialist. For this position, the specialized experience is (1) Serving as point of contact on behalf of an organization for sensitive or confidential matters, inquiries, or initiatives; (2) Building networks and alliances across both internal and external partners and stakeholders to achieve organizational objectives, (3) Leading or coordinating an agency or unit-level reorganization.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Education There is no education substitution at the GS-15 level.
