Job Duties

The Virginia Department of Transportation’s Central Office Traffic Operations Division is recruiting for the position of Traffic Data Analyst. In this position, the selected candidate will ensure compliance with contract requirements and standards. Manage the collection, processing and analysis of traffic data collected by contract work forces. Serve as the Department’s Technical Expert on “Special Traffic Engineering” study issues and manage the statewide program for the acquisition, processing, and analysis of special traffic study data. Manage the inspection program, that includes scheduling and coordinating inspections performed by a third party, specification compliance, contract administration, budgeting, and quality control of data. Responsibilities and duties will include, but are not limited to:

• Manage Short-Term Data Collection Contracts – serve as the Contract Administrator for Traffic Monitoring System (TMS) short-term traffic data collection contracts. Prepare contractual documents and technical specifications to meet VDOT standards and data requirements of TMS.

• Manage contracts through award process. Manage contractor performance through a field inspection and data quality assurance program. Maintain budget information and approve payments for contractor work. Advise supervisor of budgetary needs.

• Manage Short-Term Data Processing – Manage the collection, processing and analysis of several thousand short-term traffic studies collected from assigned statewide VDOT districts.

• Manage Statewide Special Study Data Program – Serve as VDOT’s technical expert, overseeing the collection, processing and analysis of all types of special traffic engineering studies.

• Prepare Reports – Prepare management reports for VDOT, other state agencies and Federal Highway Administration use. Conduct statistical analyses of data. Provide management with oral and written reports to summarize analyzed data and report findings.

• Respond to Customer Inquiries – Respond to questions from the general public regarding contractor work and provide traffic data when requested.

• Process Local Secondary Traffic Data – Upload local secondary data collected by the districts into TMS.

• Support process improvement and tool development. Support a variety of program technical initiatives and the testing, evaluation and-or development of innovative data collection solutions or technologies (e.g. equipment, firmware, software, communication and polling solutions).

Minimum Qualifications

• Knowledge of procurement, contract administration policies, procedures and practices.
• Ability to develop complex technical specifications and ensure contract requirements meet
contract standards.
• Ability to develop complex technical reports, and draw logical conclusions based on
analysis.
• Skill in the use of computers and software applications.
• Knowledge of highway construction and maintenance processes.
• Knowledge of traffic data collection equipment and electronic test equipment.
• Knowledge of traffic engineering principles, traffic data collection and analysis techniques.
• Ability to analyze data, use available resources and tools to determine the need for
equipment maintenance.
• Knowledge of the VDOT Road and Bridge Specifications.
• Ability to communicate effectively verbally and in writing with diverse audiences and to make
presentations and conduct meetings.
