GENERAL DESCRIPTION:
The Foreman is a managerial employee who assists the Public Works Director in the planning, directing, and administration of the Public Works Department. In the absence of the Public Works Director, a Foreman assumes the duties of the Public Works Director.
The Foreman is a working supervisor directing one or more individuals and groups of equipment operators and laborers engaged in the performance of their duties. The duties of the Foreman include assigning specific duties and maintaining work schedules developed by the Public Works Director and performing physical work on projects.
SKILLS, DUTIES, AND RESPONSIBILITIES: REQUIRED SKILLS AND ABILITIES:
Computer and Technology Skills:
Working knowledge of Microsoft Office software including Word, Excel, and Outlook, as well as, GIS software.
Proficiency in the use of radios, scanners and other Public Works Department technology.
Language Skills:
Ability to orally convey and write concise and legible reports and job assignments. Ability to create and maintain records of work services performed and inventories.
Ability to read, analyze, and interpret general business periodicals, professional journals, technical procedures, or governmental regulations.
Ability to write reports, business correspondence, and procedures by hand and on a computer. Ability to express ideas effectively, both orally and in writing.
Ability to examine and interpret maps and construction drawings.
Mathematical Skills:
Ability to add, subtract, multiply and divide in all units of measure, using whole numbers, common fractions, and decimals with and without a calculator.
Ability to calculate figures and amounts such as proportion, percentage, volume, and area.
Reasoning Abilities:
Ability to determine manpower requirements for routine, emergency, and seasonal work and to develop planned work schedules and to prioritize assignments on a daily, weekly, and monthly basis.
Ability to solve problems and manage emergency situations while exhibiting calm and controlled composure.
Ability to define problems, collect data, establish and verify facts, and draw valid conclusions.
Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form.

Knowledge of materials, methods, and techniques used in public works activities including thorough knowledge for the safe operation of all types of municipally owned equipment and vehicles.
Thorough knowledge of safety standards and occupational hazards involved in performing highway construction and maintenance, building construction and other activities associated with the departments operations.
Knowledge and the ability to apply effective supervisory techniques.
Ability to simultaneously plan, direct, and supervise the work of more than one group of equipment operators, laborers, and private contractors.
Ability to deal effectively and courteously with the general public. Basic knowledge of engineering principles applicable to public works.
ESSENTIAL DUTIES AND RESPONSIBILITIES:
Directly supervises the work of others as well as personally performs work related to the maintenance of all public infrastructure including streets, storm sewers, building, parks, and grounds in an efficient and safe manner.
Manages personnel in accordance with applicable provisions of union contracts, policy and procedure manuals, and the Peters Township Personnel Manual.
Operates trucks equipped with specialized attachments for spreading materials and removing snow accumulations from streets and parking lots including trucks requiring a Class B Commercial Drivers License with Air Brake Endorsement from the Commonwealth of Pennsylvania.
Keeps records of work performed, materials used and employees time.
Recommends methods of maintenance and repairs to pavements, storm sewers, turf, and building structures and assists in determining costs and obtaining materials.
Develops work schedules and makes job assignments.
Exercises independent judgment when job assignments must be modified in order to be completed. Exercises independent judgment during emergencies and periods of adverse weather conditions that
may affect the safety or welfare of the local population.
Assists personnel in job site or equipment preparations.
Assists the Public Works Director in the preparation of operating budget requests and capital improvement program.
Performs other essential duties as assigned or required.
NON- ESSENTIAL DUTIES AND RESPONSIBILITIES:
Performs duties of equipment operator during emergency conditions including plowing snow.
Meets or converses by telephone with residents seeking solutions to complaints or problems that are respective to the Departments responsibilities.
Sees that all equipment owned by the Public Works Department is properly operated and maintained. Performs other non-essential duties as assigned or required.
REQUIRED QUALIFICATIONS: Education:
High school diploma or general education degree (GED); College degree in a related field preferred.
Experience and Training:
Five (5) years overall experience and/or training in general maintenances procedures and practices including one (1) year experience in a supervisory capacity and three (3) years experience in the operation of equipment necessary to carry out department responsibilities, or equivalent combination of education and experience.
Licenses/Certification:
Possesses and maintains a Class B Commercial Drivers License with Air Brake Endorsement from
the Commonwealth of Pennsylvania.
SUPERVISION FROM THE FOLLOWING:
This position t ypically receives supervision from the Public Works Director.

WORK Environment:
While performing the duties of this job, the employee regularly works near moving mechanical and automotive equipment. The employee frequently works in outside weather conditions in temperatures and weather that may be harsh and is frequently exposed to wet, humid, or other extreme conditions. The employee must occasionally visit and inspect facilities that are accessible only via rugged paths of travel, ladders, and stairways.
Work is performed throughout the Township and when necessary, outside the Township. Work hours include all hours of the day and night.
If hired for the position, public works employees must must live and maintain their primary residence within 10 miles of the Public Works Garage as determined by a Google Maps calculation of driving distance.
