Job Posting: FEMA Project Manager Iowa Disaster Case Advocacy Program
Location: Must reside within 100 miles of Des Moines, IA
The Project Manager (PM) will oversee the Iowa Disaster Case Advocacy (IDCA) Program, ensuring compliance with state disaster response protocols. The PM will be responsible for coordinating case management operations, managing financial grants, overseeing project implementation, and maintaining partnerships with government agencies and community organizations. This position requires strong experience in FEMA Public Assistance (PA), grant management, and emergency management.
Key Responsibilities: Program Oversight & ComplianceEnsure program adherence to Iowa Code 29C.20B and Iowa Admin Code ch 605-11.
Oversee disaster case management activities and financial management; ensuring compliance with program rules, service timelines, and performance expectations.
Act as the primary liaison with state agencies, community partners, and subcontractors to facilitate effective service delivery.
Coordinate with government agencies such as HSEM, DHS, FEMA, and local emergency management authorities.
Supervise disaster case advocates and maintain a 35:1 client-to-advocate ratio.
Develop and implement surge staffing plans for major disasters.
Ensure all staff receive necessary training and certification in disaster case advocacy and trauma-informed care.
Conduct regular performance evaluations and identify professional development opportunities.
Build relationships with community partners, emergency managers, nonprofit organizations, and local government agencies.
Represent the IDCA program at community meetings, stakeholder events, and interagency task forces.
Develop public outreach strategies to increase awareness of disaster relief services.
Ensure accurate client data entry within three business days of receipt.
Oversee reporting on service delivery, staffing, client cases, and unmet needs.
Monitor program performance, ensuring 75% of clients complete an individualized recovery plan and report satisfaction upon case closure.
Conduct data audits to ensure transparency and accountability.
Respond to information requests from state and federal agencies, auditors, and oversight bodies.
Assist with budget planning for case management and training activities.
Oversee fiscal management, ensuring proper documentation for fund disbursement.
Ensure timely processing of invoices (within 60 days of disaster closure).
Required: Bachelor's degree in social work, emergency management, public administration, nonprofit management, or related field.
Preferred: Master's degree in public administration, social services, or emergency management.
Experience:
3 5 years in disaster case management, emergency response, or nonprofit program management.
Minimum 2 years in a leadership or supervisory role.
Expertise in FEMA PA, grant management, and case management.
Strong project management and organizational skills.
Proficiency in data tracking systems and case management software.
Knowledge of trauma-informed care principles.
Ability to develop and maintain strategic partnerships.
Strong analytical and reporting skills.
Excellent written and verbal communication.
Ability to work extended hours during disaster response periods.
Compliance with state and federal background checks.
Valid driver's license and reliable transportation.
On-demand, activated when a disaster occurs (Initial design and administrative work for the first few months, followed by standby status until a disaster response is needed.)
