Description

Position Overview:

Under direct supervision of the Division Director for Natural Resources & Safety, establishes and maintains critical "All Hazards" safety planning, preparedness, and response capacities for the Pawnee Nation. Position is multi-disciplinary involving both Emergency Management functions and Fire and Rescue services. Tasks will include assuring Pawnee Nation resources are in an effective state of readiness to respond and recover from any type of disaster and emergency. The position will require coordination and outreach to surrounding jurisdictions within the Pawnee Nation to assure effective planning and response capacities are in place. This is NOT an entry level position. Candidates must meet minimum certification and competency requirements.

Essential Functions:
  1. Plan, coordinate, and assure responder capacity to respond to, manage, and recover from multi-hazard emergency or disaster conditions involving fire, hazardous materials, and all natural disasters.
  2. Researches, analyzes, and develops emergency preparedness guidance policies, procedures, and resources.
  3. Provides IFSAC/NFPA compliant training to Firefighters through FFI.
  4. Acquire and maintain compliance with OEM/FEMA grants.
  5. Provides National Incident Management System training to critical staff to assure compliance through NIMS 400.
  6. Coordinate the continued development and operations of the Emergency Operations Center
  7. Assists in the development, update, renewal, and implementation of the Pawnee Nation Multi-Hazard Mitigation Plan, in accordance with Federal, State, and Tribal requirements.
  8. Maintains fire and emergency response vehicles and equipment in a state of readiness.
  9. Participates in Pawnee Nation Tribal Emergency Response Committee, (TERC)meetings, Local Emergency Planning Committee (LEPC) meetings, Fire Safety Meetings, and Emergency Management meetings.
  10. Attends meetings and trainings to acquire and maintain required skills and credentials, including the National Incident Management System (NIMS) compliance training, IFSAC Instructors Certifications, Emergency Medical Certifications, and Professional Emergency Management Certifications.
  11. Develop and manage the budgets of the Department of Fire and Rescue and Department of Emergency Management.
  12. Develop and manage FEMA and/or OEM mitigation projects and cost recovery following declared disasters
  13. Assists in the coordination of emergency services meetings and trainings within the Pawnee Nation.
  14. Assure all apparatus, equipment, and supplies are maintained and in a state of readiness and all firefighters are trained and competent for safe and effective emergency response (to include Fire, Rescue, Medical, Hazmat, etc.).
  15. Performs inspections and associated enforcement, to include Building Codes, Fire Codes and Fuel Codes.
  16. Participates in workshops and meetings designed to enhance, improve, and/or further the development of the Departments of Fire and Rescue and Emergency Management for the protection of life and property within the Pawnee Nation and the surrounding communities.
  17. Responds to emergencies as an active member of the Pawnee Nation Department of Fire and Rescue and Department of Emergency Management.
  18. Conduct Damage Assessments following incidents/disasters.
  19. Maintains confidentiality, as required.
  20. Performs other duties, as assigned and within the scope of the position.

Qualifications

Educational Requirements:

Minimum: High School Diploma, IFSAC FFI Certification, IFSAC Instructor Certification, Registered EMR or EMT, Certified HAZMAT Ops or Tech. Certified to conduct NFPA compliant Fire Code Inspections.

Preferred : Same as above with bachelor's degree in Fire Safety or related field. Five (5) years' experience as Fire Chief and/or Emergency Manager providing equivalent services shall serve as equivalent to bachelor's degree.

Experience Requirements:

Minimum: Certified IFSAC compliant Firefighter I with Two (2) years' experience as Firefighter I. Certified IFSAC Instructor qualified to instruct FFI training with Two (2) years' experience. Registered EMR/EMT with Two (2) years' experience. Certified HAZMAT Ops or Tech with Two (2) years' experience. Experience conducting Fire Code Inspections. Experience in disaster preparedness planning and recovery working with State and/or Federal resources.

Preferred: Same as above with five (5) years' experience

Knowledge, Skills, & Abilities

Computer:

Miscellaneous:
  1. Must possess a valid Oklahoma Driver's License
  2. Must be insurable with the Pawnee Nation's vehicle insurance provider.
  3. Must pass a background screening.
  4. Must possess IFSAC Instructors Certification and the ability to provide effective instructions in accordance with IFSAC standards.
  5. Must Possess IFSAC FFI Certification and ability to perform services as FFI.
  6. Must possess HAZMAT Operator Certification and the ability to perform.
  7. Must possess Emergency Medical Responder or Technician Certification.
  8. Must obtain NIMS Instructor Certification within 1-year timeframe.
  9. Must be available for 24-hour emergency on-call status.
  10. Must be available to work irregular hours and perform job duties at remote locations.
  11. Must effectively conduct research, analyze information, and interpret data.
  12. Must analyze situations and adopt appropriate courses of action.
  13. Must be persuasive and tactful in controversial situations.
  14. Must demonstrate strong organizational skills, with the ability to prioritize.
  15. Must meet deadlines, adapt to changing priorities, and work well under pressure.
  16. Knowledge of applicable federal, state, and local laws, regulations and requirements.
  17. Ability to interact and maintain good working relationships with individuals of varying social and cultural backgrounds.

Physical Demands

While performing the duties of this job, the employee regularly is required to stand; walk; use hands to finger, handle, or feel; reach with hands and arms; and talk or hear. The employee frequently is required to sit; climb or balance; and stoop, kneel, crouch, or crawl. The employee must occasionally lift and/or move up to 150 pounds. Specific vision abilities required by this job include close vision, distance vision, peripheral vision, and ability to focus. Must be able to use SCBA and other PPE as required in accordance with NFPA standards.

Work Environment

Work is regularly performed in an office setting with a moderate noise level. Occasions may arise requiring work under extreme stressful and dangerous conditions associated with disasters and emergencies, including outdoors where exposure to natural weather conditions and other hazards may occur. Prolonged standing may be required, and walking may occur on uneven surfaces or unstable ground. Situations may occur where safety-toe shoes, safety goggles, gloves, protective face shields, or hardhats are necessary. Evening and/or weekend work may be required.
