GENERAL DESCRIPTION:
Under general direction, the Economic Development Manager leads the City's economic development functions and strategies from conception to completion, including business attraction, business retention and expansion, and incentive programs that are offered by the City, the Monroe Area Community Improvement Corporation (MACIC), or the State of Ohio. Develops and establishes policies/procedures that facilitate business development that will stabilize and expand the City's tax base and workforce. Serves as the economic development point person for the City, MACIC, Chamber of Commerce, local businesses, non-profits, state agencies, City Council, and the City's cross-departmental economic development team.

ESSENTIAL FUNCTIONS OF THE POSITION:

1. City Marketing and Promotion: Promotes economic development in the Monroe Area through personal contacts with existing businesses, real estate professionals, and professional development groups; develops and maintains website and marketing materials that present Monroe as an attractive community to locate and grow a business; works collaboratively to promote the community's assets and successes within the Monroe Area business community.

2. Business Attraction: Identifies businesses that would be beneficial to the community and reviewing possible locations for the new businesses; responds to lead emails generated through brokers and other economic development organizations; maintains incentive programs that reflect the goals of the community and market trends; creates incentive packages and agency support structures that are appropriate for the type and size of the potential business.

3. Business Retention: Meets with companies to better understand their operations, provide a point of contact with the community, facilitate their growth and retention through technical support, and solicit feedback on market and regional/local pressures that may affect the company's viability.

4. Communication: Is available to businesses and other agency staff for questions, correspondence, and engagement in support of the business community; shares information with community groups, City leadership, economic development organizations, and others in a developed and professional manner. Responsible for developing agendas, tracking action items, and reporting progress for the City's cross-departmental economic development team. Responds to requests for information and provides factual information about city services, programs, events, and general policies, practices, and procedures.

5. Program Development and Compliance: Identifies potential programs to support economic development, as well as the opportunities, challenges, costs, timing, and other key issues relative to the implementation of those programs; tracks and monitors data relative to the City's economic development implementation; audits company performance on an annual (or more regular) basis and manages compliance program within the City's incentive agreements; develops and presents information to the Butler County and Warren County Tax Incentive Review Committee. Provides direct support to the Monroe Area Community Improvement Corporation.

6. Data Management and Analysis: Reviews and analyzes the City's current commercial/industrial mix regarding current impact on City services, revenue generation, community benefits, financial status, and growth potential; assists in developing fact-based strategies that implement the community's goals; develops and maintains robust internal and external databases for available properties; uses the office's CRM (customer relationship management) system to track company contacts and projects.

7. Meets all job safety requirements and all applicable OSHA safety standards that pertain to essential functions.

8. Demonstrates prompt, regular, and predictable attendance. Ability to get along with others.

9. Attends meetings and serves on committees, as required; attends various seminars and workshops.

Qualifications


QUALIFICATIONS: An example of acceptable qualifications :
Bachelor's Degree from an accredited college or university in public administration, business administration, development, or related field; five (5) years' work experience in local government, real estate, public finance, business administration, planning, or similar field with increased responsibility; comprehensive knowledge of the theory, principles, and practices of community or economic development, public policy and good governance; and excellent writing and communication skills.

Skill in: Operating a personal computer and using basic word processing, database, email, contact management, and spreadsheet programs; using development-related software and websites, including GIS, county property records, and similar platforms; reading and understanding site plans, legal documents and business plans; developing effective policies and strategies to maintain/expand the business base of the City; facilitating group consensus and publicly speaking to a wide variety of audiences; monitoring compliance of grant programs, incentive programs, and similar processes


Ability to: maintain project confidentiality; interpret and apply local and state laws and ordinances; define problems, collect data, establish facts and draw valid conclusions; conduct surveys and prepare accurate and concise reports; represent the department to governmental officials, community groups and the media; present a positive and professional image to the public; respond to inquiries from the public and officials in an appropriate fashion; communicate effectively, both orally and in writing; exercise sound judgment and discretion in evaluating situations and in making decisions; follow verbal and written instructions; prepare and maintain accurate documentation; develop and maintain working relationships with stakeholders, the businesses community, co-workers, elected officials, and the general public; ability to get along with others; coordinate projects across multiple departments or agencies; manage projects with limited supervision; supervise others on a project-specific basis; travel by car or plane as needed for project and program development; actively seek to continuously grow knowledge of successful economic development projects and programs.
