Description Summary Coordinates city-wide economic development efforts of the City of Eagle Pass, including marketing and promotion, design, and enhancement of retail, service, manufacturing, and transportation-related business opportunities resulting in higher private and public sector revenues. Prepares, coordinates, and implements economic development plans, programs and services that enhance and promote the business climate of the city.
Distinguishing Career Features The Economic Development Director is a professional position and the culmination of a career path encompassing community and economic development, and public facility marketing and management. The Director requires the ability to advance community-based partnerships between public and private stakeholders to create an environment that results in the planned enhancement of retail, service, manufacturing, and transportation-related business opportunities for the private sector. The Director applies knowledge of private and public sector grant programs, business banking practices, and financial administration practices to enable the city to attract new business opportunities. Director prepares and implements public facility marketing activities and public facility management programs.
Requirements Essential Duties and Responsibilities - Collect, analyze, and interpret data on international trade, workforce, unemployment, and commerce to present to City Council.
- Conduct surveys and analyze market trends to develop public policy.
- Develop statistical and/or econometric models for economic forecasting and present them to City Council.
- Coordinates economic development efforts of the City of Eagle Pass, including marketing and promotion, design, and enhancement of retail, service, manufacturing, and transportation-related business opportunities resulting in higher private and public sector revenues.
- Designs, coordinates, and implements promotional activities that showcase the city, including sales, special events, and continuous public information.
- Administers the city's tax abatement and Main Street programs and participates in the implementation of city's property annexation plan.
- Provides regulatory information to tenants and property owners with building improvement projects. Works with public sector and private sector organizations in public infrastructure improvements projects.
- Collaborates with local business entities and other local, state, and federal organizations, as well as with the City of Piedras Negras and the State of Coahuila, committed to enhancing economic development opportunities in the City of Eagle Pass.
- Administers the city's economic development programs, including analysis and monitoring, business development and business recruitment. Develops funding sources and support.
- Provides administrative support for economic development-related grant and loan programs. Prepares reports and facilitates communications within and among economic development groups and the City.
- Assists in attracting new businesses and expanding existing businesses to and within the Eagle Pass area. Works with prospective new businesses from initial contact to providing assistance in securing necessary information, permits, contacts, etc.
- Provides technical and professional advice and assistance on economic development. Makes presentations to civic groups and advisory boards. Provides information on redevelopment, economic development issues, programs, services, and plans.
- Supervises the development and maintenance of a comprehensive inventory of available buildings and sites in the community for economic development purposes. Prepares and maintains information on utilities, taxes, zoning, transportation, community services, financing tools, etc.
- Responds to requests for information for economic development purposes. Prepares data sheets and other information. Responds to local citizens inquiring about local economic development activities and opportunities.
- Assists City administration in public information and media outreach on economic development programs and activities.
- Directs specific aspects of the City's tourism programs and activities.
- Performs other duties as required to accomplish the objectives of the position.
