Metrics LLC is seeking a highly skilled Contract Specialist Project Manager as we are competing for a contract with the National Labor Relations Board (NLRB) to provide acquisition support services to the Office of the Chief Financial Officer (OCFO), Acquisition Management Branch (AMB). The goal of this contract is to enhance acquisition processes, improve policies, and provide programmatic support to ensure compliance with the Federal Acquisition Regulation (FAR) and other government policies. The candidate must have 10 years of experience in management activities of government acquisitions and possess either a DAWAI level III, or FAC-C level III certification.

Responsibilities:

  • Overseeing and managing the day-to-day operations of the acquisition support contract.
  • Developing and maintaining a Quality Management (QM) Plan to ensure high-quality service delivery.
  • Coordinating and preparing monthly status reports detailing project progress, challenges, and corrective actions.
  • Managing government procurement data calls and ensuring compliance with Federal Procurement Data System (FPDS) reporting.
  • Supporting the administration of the Government Purchase Card (GPC) Program, including troubleshooting and maintenance.
  • Monitoring and managing unliquidated obligations to ensure proper financial tracking.
  • Providing technical writing support for policy development, including drafting standard operating procedures.
  • Leading process improvement initiatives to enhance acquisition efficiency and effectiveness.
  • Engaging with government stakeholders to ensure project goals are met and issues are resolved in a timely manner.
  • Conducting formal project status briefings for government leadership.
  • Managing risks and proactively identifying potential issues related to contract performance.

Requirements:

  • Bachelor’s degree or higher in a relevant field.
  • Minimum 10 years of demonstrated experience conducting quality management activities of Government acquisitions.
  • Minimum 5 years of demonstrated experience developing acquisition policy and guidance.
  • Possess DAWIA level III, FAC-C level III, NCMA Certified Federal Contract Manager, or NCMA Certified Professional Contract Manager certification.

Desired Qualifications:

  • Demonstrated knowledge of the required task areas including but not limited to the administration of the GPC Program; IV&V process; and unliquidated obligation monitoring.
  • Demonstrated experience and knowledge of process improvement initiatives, performance management, and project control principles.
  • Demonstrated experience identifying user requirements; translating the requirements into project plans and milestones; directing and implementing plans; and presenting formal project status/plan briefings to the Government managers.
  • Demonstrated ability in oral and written communication.
