Job Description

Natcast (short for The National Center for the Advancement of Semiconductor Technology) is a new, purpose-built, non-profit entity created to operate the National Semiconductor Technology Center (NSTC) consortium, established by the CHIPS Act of the U.S. government. Chief People Officer Sunnyvale, CA In this role you will architect Natcast's human capital strategy, building and scaling a world-class organization while fostering the innovative culture that will drive America's semiconductor leadership. Every day you will shape the employee experience for a rapidly growing workforce, developing practical talent frameworks while fostering an environment that attracts and retains exceptional professionals from diverse backgrounds unique to our Public / Private structure. To thrive in this role you will naturally combine strategic HR leadership with organizational development expertise, demonstrating both scalable strategic design and cultural stewardship while building the organization that will advance U.S. semiconductor capabilities. As the first Chief People Officer at Natcast, you will establish the human capital foundation of America's premiere semiconductor research and workforce development center, scaling our mission-driven organization by creating innovative frameworks that bridge public sector purpose with private sector excellence. Reporting to the CFO /Chief Administrative Officer, you will be a critical member of the leadership team, partnering with leaders across the organization to build Natcast's unique culture and capabilities. Through your efforts, you will help ensure U.S. technological leadership for generations to come, making a lasting impact on both organizational success and national competitiveness in this strategically critical industry. Responsibilities: Develop comprehensive HR strategy and scalable organizational structures to support hyper-scale growth from 100 to 800 employees over five years. Build Natcast’s employer brand, attracting the best minds in the country to advance our nation's competitiveness in this critical technology space. Establish a competitive total rewards and incentives architecture that is appropriate for our non-profit status. Serve as Executive Coach & Business Partner to the executive team, guiding their development as a leadership team. Collaborate with business line executives to architect and continuously innovate the Natcast People strategy. Represent Natcast’s People Strategy to the Department of Commerce, the semiconductor industry, academic institutions, workforce and other NSTC ecosystem partners. Support a robust Talent Acquisition capability that consistently meets hiring goals. Implement data-driven HR business processes and systems that integrate HR best practices and innovative technology solutions such as AI. Guide the development of Natcast’s mission-driven culture, fostering innovation, integrity, and collaboration as core values. Construct compliance frameworks ensuring alignment with federal, state, and local regulations. Lead strategic workforce planning for multiple locations and business units. Create employee engagement programs that enrich our mission-driven culture. Leverage relationships with academic and industry stakeholders for creative staffing arrangements such as Research Fellowships and Industry Talent Co-Ops. Build sophisticated learning and development initiatives supporting growth and development of Natcast’s employees. Required Skills and Experience: Bachelor’s Degree plus 15+ years of progressive HR leadership experience. Broad Human Resources expertise with strengths in organizational design and development, compensation strategy and practice, leadership development, talent acquisition and employee engagement. Experience successfully guiding a company through business growth. Demonstrated change leadership expertise with the ability to think and plan strategically but execute daily. Experience collaborating with senior executives as a business/thought partner to drive company strategy and operational results. Referenceable track record of coaching and developing leaders individually and as leadership teams. Logical and analytical with experience leveraging systems and data to gain insights and practical solutions to organizational opportunities and challenges. Empathetic and situationally aware with a keen ability to read situations and people to facilitate optimal outcomes. Skilled relationship builder. Preferred Skills and Experience: Advanced degree in Business, Industrial-Organizational Psychology, or other relevant field. Executive Coaching Certification. Technology industry experience with experience in semiconductor or technical manufacturing preferred.
