Job Description

LifeStream is a behavioral health and social services organization that provides high-quality treatment, education, care management, rehabilitation, child welfare, primary care and homeless services to children, adolescents, and adults. Located in Central Florida, LifeStream primarily serves the residents of Lake, Citrus and Sumter Counties, with additional programs located in Orange, Marion, Hernando counties.

CHIEF CLINICAL OFFICER

JOB SUMMARY: The CCO provides oversight and leadership to an experienced staff of Vice Presidents and Clinical Leaders. Responsible for providing clinical leadership, fostering superior quality person served care, standardizing clinical protocols, developing clinical strategic goals and program expansion, and contributing to the recruitment and retention of clinical staff.

The Chief Clinical Officer (CCO) holds a pivotal role in the organization, steering clinical operations and ensuring the delivery of high-quality care to persons served. The key responsibilities of a Chief Clinical Officer include:

Strategic Leadership: The CCO stands at the helm of clinical operations within the organization. He/she ensures that persons served care services are delivered efficiently, effectively, and in accordance with the highest standards of quality.
Policy Development and Implementation: The CCO guides the development and implementation of clinical policies, programs, and practices. He/she fosters a culture of continuous improvement and innovation to enhance outcomes of persons served and optimizes clinical team performance.
Staff Management: The CCO leads the recruitment, training, and management of clinical staff. He/she ensures a high level of competence and professionalism within the team.
Integration with Organizational Operations: Collaborating with other departments, the CCO integrates clinical services with broader organizational operations. This enhances efficiency and persons served care quality.
Data Analysis and Improvement: The CCO monitors and analyzes clinical performance data to identify trends and areas for improvement. He/she implements corrective actions to enhance persons served outcomes.
Budget Management: Developing and managing the agency’s clinical services budget, the CCO ensures effective resource allocation to meet operational needs services and financial objectives.
Communication and Collaboration: The CCO facilitates communication and collaboration among clinical teams and between clinical and non-clinical departments. This fosters a cohesive organizational culture.
Strategic Representation: Representing the clinical department in executive meetings, the CCO contributes to strategic planning and decision-making processes.

ESSENTIAL FUNCTIONS and RESPONSIBILITIES:

Oversees the development, implementation, and monitoring of clinical standards for the clinical team as a whole, beginning with the hiring process and continuing through their entire employment to ensure clinical competency.
Oversees clinical programs and ensures that staff have the needed resources to meet program goals.
Identifies, facilitates, implements, and performs on-going evaluation of new programs and service lines. Reviews current programs and service lines to ensure efficiency and effectiveness.
In collaboration with others in leadership, develops operational plans for clinical support areas, communicates and continuously evaluates plans.
Ensures appropriate clinical education is available to support the development and continued competencies of clinical employees.
Develops, plans, and implements policies, procedures, and protocols to ensure they meet the organization’s objectives and comply with regulatory standards.
Conceptualizes the service delivery for the array of services and continuum of care provided by the agency. Works with the executive leadership team and other staff to identify potential program funding.
Facilitates communication and collaboration among clinical teams and between clinical and non-clinical departments to foster a cohesive organizational culture.
Establishes goals and engages in improving program outcomes and effectiveness in line with service necessity and fiscal parameters.
Partners with internal and external stakeholders to ensure effective and efficient care delivery that reduces cost, improves quality of outcomes, and delivers excellent person served experience.
Promotes the use and implementation of technology in the workplace to streamline operations, facilitate communications and optimize work processes.
Ensures compliance with state and federal regulations related to delivery and documentation of services.
Proactively evaluates areas of clinical risk based on internal assessment and external benchmarking to implement strategies and policies that promote person served and staff safety.
Strategizes and drives process improvement focused on innovative care delivery and/or operational models designed to improve clinical services, outcomes, and person served and staff safety.
Partners with Quality, Compliance and Risk Management leaders to drive projects to improve quality and safety of care.
Works with appropriate staff to develop and analyze department budgets in coordination with Finance.
Works with staff and the Finance/Billing Department to identify challenges that generate delays in payment.
Participates and provides reports in Executive Leadership and other agency meetings.
Facilitates and leads regular clinical department meetings.
Aligns program goals and services with the agency’s strategic plan.
Complies with the regulations requiring a workplace of dignity and respect and equal employment opportunity compliance.

Abides by the agency’s published rules and regulations.
Performs any other duties as assigned by the Chief Executive Officer.

Qualifications:

Education
A Master’s Degree in a health-care relevant field required; Licensed or licensed eligible preferred
Experience
Ten (10) years of management/leadership experience strongly preferred
Must be able to pass a Level II Background Screening
Must be able to pass a preemployment drug test
